구주산업환경협의회 (Korea Environmental Council in Europe)에서 현지 운영을 담당하고 있는 EU REACH Helpdesk는 지난 8월 국내에 조직된 "REACH 실무운영위원회 및 업종별 Task Force (T/F)"와 밀접한 협조로 국내 기업이 효율적으로 REACH에 대응하여 나아갈 수 있도록 유럽현지 전문조직과 함께 국내기업을 지원하게 될 것 입니다.

EU REACH Helpdesk의 주요업무는 다음과 같습니다:

• 유럽연합 및 회원국 내 화학물질 정책 및 규제의 지속적 모니터링

• 대 유럽 대량 수출 화학물질에 대한 등록관련 데이터 수집, 축적

• 사전등록 및 등록 지원체제 구축

• 중-장기적 지원이 필요한 제한 및 허가 등의 사항에 대한 대응체제 구축

• IUCLID5를 이용한 지속적인 화학물질 데이터 축적

• 유럽컨소시아 파악 및 국내기업과의 연계 지원

• 필요 시, 유럽연합 기관과 특정 이슈에 대한 명확화 작업 진행

• 유일대리인 역할 또는 중재

위의 업무수행을 위하여, 구주산업환경협의회에서는

• CIA (Chemical Intelligence Analytics) - 화학정보분석시스템: 화학산업 데이터와 화학물질규제 데이터의 연계
• Regulatory Management System: 법규경영시스템
• REACH Knowledgebase: REACH관련 모든 정보의 종합시스템

The Korea EU REACH Helpdesk provides on-the-spot support by REACH experts for Korean exporters and investors in Europe. The Korea Environmental Council in Europe (KECE), the host organisation of the Helpdesk, plays a bridging role linking Korea and the European Union for the compliance with REACH requirements in close collaboration with the REACH Helpcentre (www.reach.or.kr) of the Korea National Clean Production Centre (www.kncpc.re.kr) and the Korea Specialty Chemical Industry Association (www.kscia.or.kr).

The main tasks of the Helpdesk include:

• Tracking chemical-related policies and regulations at the European Union and Member States level

• Collection and storage of technical data for the registration of high volume chemicals exported to and/or produced in the European Union

• Provision of technical support for the pre-registration and registration of chemicals

• Capacity building on the issues of restriction and authorisation of chemicals

• Support and training on the use of IUCLID5 and REACH-IT tools

• Identification of Consortia in Europe and provision of bridging service between Consortia and Korean companies

• Only representative

• Clarification on the interpretation of REACH provisions with European institutions

In order to perform the tasks, the Korea Environmental Council in Europe has been operating CIA (Chemical Intelligence Analytics), Integrated Regulatory Management System and REACH Knowledgebase for Korean companies since 2006.
